I think with tripod shd be ok la.Then ISO set lowest + set dial to Aperture-priority mode (according to the heaps of text I read before, haven't personally try) Tripod can buy those cheap cheap ones first or borrow from friend.
If the lights are on, and fountains are on ... and fireworks are on, I think got a bit to shoot. But if not, then it's all abt ppl going for dinner at the restaurants there, then ...

Should use Tv mode for the long exposure right? i remember reading it somewhere when i 1st got my k-x.

don't underestimate the 18-55 kit lens... its actually a pretty solid lens
tripod if can borrow, try to borrow first. don't buy cheap ones. waste money. u'll get fed up with it in no time and you won't be able to re-sell it for a reasonable price. end up with unwanted equipment u can't get rid of.
u can consider benro if u're looking for a reasonably good brand... or if u have $$$ can consider manfrotto or even gitzo.
