I beg to differ. My friend (whose knowledge of photo/video was previously ZERO) got himself Premiere Pro and approached me for help. I taught him how to use the software within 1.5 hrs and after that he was able to produce simple video clips of his children from his PnS camera. He was able to infuse the clip with photos too. Very nice and decent work he produced for his family I must say.
I feel that any decent software is very easy to pick up if someone just point out the fundamental steps, and don't go into the complexities. The learner can explore the complexities on their own after know the fundamentals. This will prevent "infant mortality" of enthusiasm due to the overwhelming features of the software.
Unfortunately it will not be cheap to pay someone to spend the time to teach you the fundamentals. Like what Tonistein says, best to learn on your own with any inbuilt tutorials that comes with your Premiere Elements. You should be able to master Elements within half a day with tutorials.
