Apparently there is a manufacture defect in some of the CHG2000PDSC 100min Quick Smart Charger, this is comfirmed by the manufacture themselves.
I will do a 1-for-1 exchange of all defective (meaning: not working as described as per in the manual) chargers with those who have bought the charger from me.

Size only matters if the pcb is small and unable to cater to a larger capacitor. How the capacitors used is determined by its voltage and of capacitance, with other issues like the tolerance level, series/types and ESR.
From what I gather, it is more likely that the wrong type capacitor is used.
