Thats a tilt meter to measure the movement (tilting) due to nearby construction activities ....

Interesting... how does that work? A ring on the wall? I would expect something more high tech for checking tilts in buildings affected by construction in the nearby area... something that I did not expect... at one time I was thinking if it was a portion of a flag holder or something...
