Clone Stamp Not Working - Photoshop Elements 13

I have been using the Clone Stamp tool since Photoshop Elements 3. I have also used it extensively in my current Photoshop Elements 13, until today when it stopped working.

Any idea how to resolve this?

Any advice will be greatly appreciated.

I don't have element, just photoshop CC.

sometime you accidentally make a tiny selection on some areas and not aware about it, just hit ctrl D to deselect and see the stamp tone still have any issue.

also check the opacity, does it set too low, or the blend mode etc.

Thanks catchlight. Unfortunately it still doesn't work with all earlier files now. Opacity is at 100%.

The cloning effect can be seen at preview but the portion is still not cloned out. Sometimes, the cloning effect is like settings of 60% opacity, but inconsistent.
