IIRC, there is a carpark near the SIA Club which is quite close to Changi Boardwalk. I think the direction is you turn left when reaching commando camp. Then you will come to a T-junction. Go straight will reach Changi Boardwalk. You need to turn tight at the T-junction and turn left at the first small road that leads to the SIA Club. Along the small road on the left side, you should see a carpark.
