Cannot insert smilies and images

I wonder if it's my security setting.

When I click on the smilies or the "Insert Image" icon. The bottom of the IE shows "Error on page"

I'm using Norton system works with Internet security enabled.

Any setting that I should take note of.

I am not experiencing this problem. Can you double click on that IE line and tell me what exactly is the error msg.

At the same time, I will need to know
OS and version number
IE version number
