those "hot lamination" using pocket laminating film, where you can found it from popular book stores, or stationary shops, which actually use for paper document. You can find such service at photocpoy shops. You can buy the machine and film at Popular Book Stores if you want to DIY.
the "cold lamination" is using adhesive film, it come with many different texture, we see them being use for wedding albums, you can DIY if you have a large volume regularly. Some photo labs do offer such services.
another type is "hot press lamination" which offer the best quality, but not many places offer such services. it is very expensive too, may cost same price as your prints, or even higher. Not possible to DIY as you need a vacuum press something like this
