Yes you can. Click on Images then "Edit with" and select Dodge & Burn in the pull down list. When you are in Dodge & Burn, pull down the list of actions on the top left corner and select Desaturate. Then using the brush tool, paint over the whole photo to remove all colour. when that is done, select the eraser tool (next to the paint brush) and now erase the parts of the photo that you want to be in colour. This will remove the desaturation process you did earlier with the paint brush. It helps to magnify the photo (using the slider at the bottom left of the frame) when you are using the eraser to restore colour so that you can the edges done properly.
