Nikon d60 , 18-55 at 55mm , f 5.6 1/60 , ISO 250 and TTL flash lo~
why?

Your exposure settings without the flash, will probably not give you enough light to properly expose the image in the first place.

The flash will only illuminate what it can from the front, so obviously the rest of the image, like the background and so forth, will be of the exposure level that you would get without flash.

I'm guessing you shot this on P mode?

U need to get a diffuser, adjust Flash Exposure Compensation higher to give a more stronger flash, provided you have external flash.
Shadows are too sharp and dark.

I usually recce the area before hand, especially for functions and such and then set the settings accordingly... I find 1/60, f/5.6 to be a good setting for the usual group photos, then flash adjusted for light and distance.

My 2nd body is my 5D2 with 70-200 2.8, that I leave on Tv and fill flash for additional light on the subject I want to shoot
