I cannot believe it that taxpayers money needs to be used to buy 'private' company's buses.

No offense intended, but this sort of "LL" mentality is precisely what makes this sort of thing happen.
Just tender additional license to real private operators and see who needs to buck up then
Can even make additional 'profit' with the tender/license fees.
The current practice is just protecting the 2 GLC and making taxpayers pay for nothing.
