mmm... i'd recommend
1) parkway parade .. got lots of money changers there, so quite competitive
2) bedok interchange. that indian toto/4d shop which everyone go and buy from.. they give very good rates
3) change alley i suppose ...
4) suntec, the one opp watsons, i heard give very good rates as well...

If you change in large amounts, then the rate difference will help you save some money. Otherwise, looking for all these best prices will cost you time and transport fees.

Do the maths and see how much you can save.

Mustafa, Little India?
Lucky Plaza, Orchard?

golden mile?

My fav place...Change Alley...2nd floor...rates are published at those display board...no need to bargain :)

i recommend lucky plaza
seems sleezy with the hole-in-the-wall counters..
they have the volume to sustain them (look at the loads or tourist moving through orchard) thus you can always bargain with them

Lucky Plaza has an honest guy, named Rafi on the first floor exit closest to the Paragon side, just in front of the escalator. His counter is in a luggage shop. He doesn't change his price throughout the day, unlike the other money changers in Lucky Plaza. Have found that he gives the best price.

Don't try penisular money changers...pretty high. Same goes for China town ones.

Just went around recently to change pounds. Above places quote 2.98 - 3.02 even when the rates goes down to 2.95-2.93(during IMF).

I changed at Lucky plaza lowest level on the stretch with the diving equipments shop. Forgot the unit number.

Another place which is not bad is Fountain changer at Suntec, located opposite Giodarno.

Check on yahoo currency convertor before you head out to the streets n ask. Then compare rates around.

All the best.

i think it depends highly on which currency you're changing. Different places seem to offer different rates for different countries
