i don't understand how you took that shot with a 30s shutter... care to share? or trade secret lol
Its an awesome shot! The best I have seen!
30sec exposure! Some thing wrong there, looks like a 1 to 2 seconds exposure! Look at the lights and the building behind! 30 Seconds they will all be showing loooong trails:sweat:
car is crawling at 1kph :dunno:
Whatever the case this is a  shot!
Such shots can be achieved by taking the photo from another moving car, if the relative speed of the two cars are maintained at 0km/h, then it is possible to take photo this way, but TS seems to have a different way to shoot it.

yes it's not car to car.. it's RIGGED shot.
i remember during the shoot, I had to yell out to the crowd. "NO FLASH PLEASE!" cuz the flash kept ruining the exposure of the background.
the background is intentionally this blur. I had to test a few times so that the blur is not too blur yet it's not too sharp at the same time. the idea was to have it blur enough yet still have enough details for one to know that it is the esplanade/singapore landmark for those in other countries that do not know our landmarks here in singapore.
Some of my humble shots to share.

Here is an example of a rig and some nice photos taken using a rig (not necessary the same rig you see).
