yeah 30 secs and that sharp is impossible when the car is moving, some set up?

Rigged doesn't mean "set up".

Rigged shot means that the camera is physically attached by means of straps, poles etc, so that it will always remain the same distance from the car for the duration of the exposure. So when the car moves, the car remains stationary in the camera's frame for the shot, while the background moves and ends up streaky like that. Of course, the driver needs to remain perfectly still in this case too.

Bravo. good explaination. just to explain further.

A Rig as commonly known term to automotive photographers is a custom purposely built apparatus that attaches it's one end to the car and the other end to a camera so that at any given time of the image exposure, the camera stays at the constant stable distance to the car.
