And in this particular case, I would say that other than the Guard Comdr, or whoever is manning the desk ensuring that the returning guards return and sign in their ammunition, the other superiors ought to be absolved of responsibility

Yeah I think those guard duty personal screw up big time and will kenna charge but I dun think he is unsound. Being an infantry old bird, he would have observed and knew how to get a SAR 21 out during guard duty. And plus the live tracers he stole from range.....man somemore they're tracers. Anyway, I do believe the ministry has valid reasons for not disclosing the specifics of the case. Although the public has the right to know... they do not really have the need to knowWhat they need to know is that whoever is wrong/responsible gets punished, systems and procedures get refined to prevent a repeat incident... yeah, something to that extent.
