This was taken around Lower Seletar.
The original pic helps alot for this toning as it was a good sunny F16 lighting day.

Convert to b&w, pushed up more on the red channels, played with the curves, use the variations setting to get this tone, burn and dodge the some parts of the pic.

Seanlim, the shot was taken with ND8 filter. 10 multiple exposures on that sunny day to get a little bit of the blurry effect.

Setting is 0.5 secs for each shot at F22.
