Actually no. What i want to know is whether bouncing the flash on normal height ceilings reduces the the intensity of the flash high enough that requires me to up my ISO.

I have no idea as I've never used an external flash before...that's why im asking.

Depends on the ceiling height, and even the colour of the ceiling. Another alternative is to bounce off one of the walls. Basically 580EX II has all the advantages except price and weight. I thought about the 430EX II for no more than 5 minutes before deciding to get the 580EX II. I am willing to carry the extra weight and pay more for those occasions where the 430EX II may not be sufficient. You can consider a pre-owned 580EX II if it is priced close enough to a new 430EX II, assuming you don't mind the weight, which is quite substantial.
