30 second/ 15 second bug is driving me NUTS

Ever since this "great" upgrade, about 80% of the time when I reply to a thread I get the following message:

This forum requires that you wait 30 seconds between posts. Please try again in 15 seconds.

and it may or may not have actually posted my message already.
