Quick answer: No. Why would you want to use a 2X teleconverter on a 17-40L?? If you need the reach, use a 1.4x converter on the 70-200 f4.

When in an aircraft my camera gear is always under the seat in front of me, never in the overhead compartment. Just be aware that you can't do that for the first rows following a section break or the emergency rows - nothing is permitted under the seat.
