Apple conducts basic FCP level 1 courses. You can try checking with them.

I sometimes do conduct FCP or Avid intro courses/workshops for small groups.

If you want official certification, SMA conducts advanced technical video editing course, but you need basic FCP knowledge and/or have been working in the video or broadcast industry.

if simple editing is what you need for example vacation video then windows movie maker or imovie most of the time works very well. There is sure to be guide books on how to use in the local library.
