White semi-opaque layer

Hi guys, I just got introduced to RFs and got rather interested in 35mm techniques and whatnots. I was viewing a couple of albums, and realise a lot of photographs from film have this white "layer". Apologies as I don't know the proper term for it, but I'll just call it a layer since I'll add a half opaque "layer" in photoshop if i wanted the effect for digital purpose.

How do I purposely achieve such effect (do I purposely overexpose? etc etc) when on 35mm and any other information will be appreciated too (:

Looks like normal under-exposed pictures here.

PC, gamma 2.2. Are you using a Mac? No access to my Mac at the moment.
 

Calibrate your Mac's monitor to 2.2. Standard PC Gamma. You'll realise that almost all the pictures will be 'fixed' of that white layer you mentioned.
