Video Effect- how to create?

Hello,

I'm really an amateur at making videos, so I've next to zero knowledge on how to create certain effects on videos

I've been watching music videos and found one effect that I quite like and would like to learn how to reproduce in my own videos,

Refer to http://www.youtube.com/watch?v=A3ucjNQwUnY , timings 0:37, 0:46, effect = lighting that causes streaks of light that spread across (it's an effect used quite a few times throughout the video)

Would anybody here happen to know how to create this effect and willing to share?
