Don't mind me saying this but $650 for full wedding video coverage with highlights is way too low already...

I think there will still be some passionate amateurs who will be willling to shoot for that price (for portfolio sake). But they may not have experience and confidence in producing the express highlights in time. Just don't be too particular about the quality and style.
