Sweater shrunk in the dryer

Nope.

The only other thing you could try is to go on a diet.

Dryers are bad. They shrink everything.

quite impossible to restore shrunk goretex material. Only heat can weaken the material for expansion, but there is no way to stretch fabric in a consistent fashion to make it larger in a uniform manner.

before more damage can be done onto it, suggest give it away or donate it.
