Any suggestion for video lighting for budget $200-400 ?,
to get better image quality without so many noise
to capture at the night time during christmas in Orchard.

I use Canon HG 20.

What is it you are trying to shoot? E.g. what size of subject, at what distance?

Note that you shouldn't need lighting to shoot the Xmas lights, in fact lighting will tend to destroy the effects. Just try to control the camera exposure so that the highlights do not blow out too much.
 

The kind of lights that are portable and small are soemthing like Litepanel Micro. It goes for around 550 or so. However, they are meant more as lights to illuminate objects close to the camera.

It requires tremendous power to light up the whole area and it'd would destroy the 'feeling'. It'd be cheaper to buy a 5d MK II and a 50mm f/1.2L.
 

Of course will not compare with 5D2 for low light, but even HG20 should be able to get good shots of the Orchard Road lighting. I was there yesterday evening and there are lots of colourful stuff to shoot that looks great on video. There are also a few statues that are not very well lighted, but even these should be fine with a bit of gain from the videocam (maybe a bit noisy but still acceptable).

Going a bit off topic, the Flyer has a big Xmas decoration that looks fantastic at night, because it is so huge. I must find time to go up the walkway on the bridge and shoot this.

The light is rather focused so it'd brighten someone's face but its just too low powered to light anything far away. Its more like the news where its very dark and the lights on the video camera just lights the face.

Most continuous lighting systems are a lot weaker than camera flashes. So if a camera flash has problem illuminating an area, chances are video lights wouldn't be able to.

a litepanel micro is not going to help much even to fill in a subject's face especially if ur using a color gel.
 

Not dimmable though. For $60, you can't go very wrong.

I buy epower VL-30 for S$60 + S$ 15 bracket in OP.
Quality not bad.
