We are preferably looking for someone who will happen to be in Tokyo during that period as due to budgetary constraints, we are afraid we have no spare cash to provide for airfare and lodgings. Simple meals during the course of the shoot will be fine.

to expect a photog to pay for own air tix,pwn lodging and from what i interpret, own meals as well,how is he able to cover the expenses?

TS is asking for someone that happens to be there, not asking someone to fly there on purpose. I believe the couple is paying for the service as well since they asking for package and pricing, and not asking what the photographer wants for lunch.
