Didn't know that the place matters. You can do it at the beaches as well as in the city or at F1 race course. It's the desired / intended outcome that may require long term exposure, but not the place itself.
if the clouds are moving fast, even hdb blocks are good subjects for long exposures.
the key issue is a subject that works well with the technique, and the appropriate timing, and the appropriate effect that goes with the subject. therefore, this would mean that you don't really get much limitations.
the coast is almost always good for long exposures, because of water movement being smoothened out by long exposure.
