Budget is tight.
Which is better as 2nd hand set.
Usual shoot is street.

Both works well for street

Street photography usually don't have high requirements with regards to camera specifications... many masters shoot with good ol' film and manual focus
More important is familiarity equipment to catch the moment

Nowadays I prefer smaller cameras with tilt-able screens... less strain to get to not-so-accessible angles like low down or high up heh...

If budget is tight and your main aim is street photography, go for the lower-end bodies. Several years ago, I picked up a used D3100 and 18-55 for ~$400 and used it for street shots. Simple, light, fast and quiet. That's all you need. The other great advantage -- smaller setup is less obtrusive. Worked for my type of street shooting, dunno about yours.

Between the D700 and D7100, probably the D7100, for the reasons above. Never used it, but I used the D700 for event coverage for years -- big, heavy and LOUD shutter.

Lot of street is shot wide. D700.

D7100

If you want that isolative look via shallow DOF, then D700.
Otherwise, any other camera that is more portable and perhaps not even a D7100.

Get a 24/2.8 early ai version...on the 700. You'll look like tourist...but it is really camouflage! Don't forget black tape over Nikon badge. Nondescript gym bag. Etc.

Both camera is gd. Good photo dont come from high end camera.

But i will go for 7100

when you buy used cameras, remember to set aside a few hundreds dollars for repairing cost, and pray hard nothing will happen.
