you might want to check you lens. there seems to be something near the centre of the lens. if you look at the second picture, the two window looks a bit "cloudy". the same "cloudy" effect is present in the same spot in all the pictures. take a look at the lens under bright light and see if you can spot anything unusual.

haven't seen fungus affect a lens this bad, but its possible. you could also check the scanner which might have fungus/dirt too... which camera/lens did you use?

I am not an expert. Mind if I ask whether you are using a tilt-shift lens for all the shots above?

Seems like fogging of the lens in some area, did u send to anyone for cleaning recently? could be due to bad clean job, wrong chemicals etc..

you can consider checking the camera's film pressure plate on the camera back...
