Need advice on avoiding unwanted streaks of light

Took this night shot a few weeks back with the canon 10-22. I find the long vertical light streaks on the left very unsightly and would like to know if this is considered flaring and if a lens hood would help resolves problems like these. Thanks:)
 

Nope, looks more like ghosting from a cheap UV filter.
 

this is called ghosting from not taking out your filter when shooting at night.

Does it mean that there are filters that won't give those irritating effects?
Can advise? I always have to take off my cheap'o hoya filter whenever going out at night.

multicoating and high quality glass will REDUCE chances of ghosting, but i won't say reduce 100%

see adorama review here, some mention of ghosting.

the only way to reduce ghosting as far as possible is to use NO filter. and a lens hood to shade stray sources of light , or hand, where applicable.
