remember, for night photography, certain subjects look better with this amount of blackness, certain subjects look better with less
the difference is the light - that we cannot control, but we can control the chances of getting good light by going at a better timing
something like this, will probably look better in the morning, where the light is falling correctly, more flattering. the sun tends to set behind the merlion, so evening is not so good.
that said, for composition, remember that your background plays an important role as well, here the merlion has a pretty alright placement, but the background is so cluttered and it has a messy feel. this is not necessarily so. try every angle, try to have something more wide, see how it works for you.
