Just went to harvey norman. they had this model on offer $39.

I was at Harvey Norman yday. It's the adventura 170 I recall, $39. U can just buy the bag itself, not bundled with camera or other stuff.

$39 sounds reasonable. Not sure how much lower can it go? IMO, if it is just few dollars, I would rather buy from my nearby HN than to spend time and transport$ to go town to buy.
