yes, that will be good for anyone keen to volunteer, but they don't have so many events, ones may need to approach many organizations.

another idea is ones can approach your RC or nearby RC, don't have to go so far away, they have many small scale events available for your neighborhood.

For GRC you can count Punggol Pasir Ris out, I know who they outsource to.
Try the west areas instead.
 

How much did you tell them your expected salary was?

I did not quote. I usually put minimal salary and compensation for food and transport. I have not done one case to begin with hence I don't dare to quote a price.

forget about all these RC, GRC.... they have too much bureacuracy and they have the $$ to pay, so obviously they have their 'preferred vendors' to work with.

Best is to approach other places that dont have $$ to pay for professional services.

to my understanding, any GRC events does not involve with MP, they will not have any budget cater for photography event coverage, usually smaller scale events, so anyone one willing to volunteer are most welcome.

they only set budget for events coverage when there is a MP as GOH for an event, but they have their own preference of their photographers, may not given you a chance even you want to volunteer yourself.

I can only say for certain that for Pasir-Ris Punggol GRC, they outsource the job. Rather, they outsource the design of their quarterly(?) newsletter to a design agency, who then subcontracts out again.

And yes, come to think of it what you say may possibly be right because the only shoots where an external photographer was called for: 1. ALL MPs present 2. 90% 4/5 MPs present. This has been the case since 2008 IIRC.

However, I do not know whether that is a decision made by the company designing their newsletter, or by the GRC itself. It is possible that the company designing their newsletter considers those events important enough to outsource photography, while for other events the design company uses their inhouse photographer.

Enough about GRCs. You might want to try the People's Association also. While they get professionals to cover the job, I do notice several other photographers tagging along (and ended up blocking my shots!). The event was large enough that Channel News Asia and Channel 5 came along, so it is possible that those other photographers were volunteers at the shoot, but paid photographers for the much smaller events.

The point here is there are definitely opportunities for TS to try part time photography. Just to open eyes big and look around.
