One way to report this by "Report Post" a triangle icon next to the "Blog this Post" a direct reporting on the issue.

Just go to the buy and sell thread where this seller is advertising, and click the icon at the bottom of the post. The icon looks like a triangle with an exclamation mark in it.

And why should the moderators 'take necessary actions'? The offer is not illegal, only prone to abuse. What actions are necessary in your opinion?
Moderators are not kindergarten teachers. There are plenty of advisories about what to do and what not when doing Buy&Sell deals.
