The public library has quite a good selection actually. Go to esplanade branch for even better selection since they focus on arts.
And more important than anything else, watch a lot of good movies and learn "directly" from the best. Most people watching movies out there are only concerned with how the hero wins the villain or which is the funniest scene. All aspiring filmmakers need to go beyond that and learn to watch how the camera moves, cinematography, angles, colours, why the director do certain things, what works and what doesn't.
