Kodak 1 Hr charger at about $29

Saw the Kodak 1-Hr charger with 4 2100 Batt at Sitex.
Kind of missed it.
Anyone which shop was selling that ?

I know the Kodak shop at Far East Plaza is selling at $28... bought it from them before... but not sure whether you need to first develop 50 photos or not to qualify for their promotion...
