ISO setting for push films

i was always under the impression that if i wanted to push film, say 400 to 1600, then i should set camera ISO to 1600.

but was speaking to the uncle at ruby the other day, and he said set at 400.

which is correct?
 

set at 400, and put the dial to -2 if you're using bessa R2/R3
or set at 1600
 

when we say pushing the film by two stops, it means we underexpose the film by two stops, and give the film extended processing time by two stops.

so you can ...
#1, up the ISO by two stops, shoot the film as what the camera tells you.
#2, use the normal ISO setting, dial -2 and shoot accordingly.
#2, use the normal ISO setting, underexpose all the frame two stops by using higher shutter speed or close down the lens

see which way is work better for you.
