Help needed to read chinese text like this one.

Hi my xp can read most chinese text but certain program & chinese text i can read.
This is what i get ÍøÂçµçÊÓ or many ???????? etc etc.
Anyone can point out how to solve this problem? Tia.:thumbsup:
