Get the best that you can afford and don't look back.
Question is: what will they (additionally) do, beside being a physical barrier?
If you are going to spend thousands (many hundreds) on the lens and slap a low grade filter in front that degrades the IQ, then what's the point of getting a good lens in the first place?
But in some scenarios, the filters costs more than the lens itself. Under those circumstances, I would rather not use a UV filter. But that's just me...
If you are going to use those cheap filters, make sure you know when to remove it when it gives you unwanted flares and ghosting.

You can use a cheapo filter, no problem at all,
just remove filter before shooting, so you don't have to worry much about degrading image quality.

Good enough. No one is going to buy our hobbyist photos. If you show your photos to friends, all will politely say "wonderful, good photography". Many (me too) cannot tell the difference whether the photo was taken with UV filter or without UV filter.
But if you want to spend, then can buy Carl Zeiss or B+W Pro Gold MRC or Leica filters.

Not sure to what extent your protection is like. Rain...knocks etc?
Get a hood if its purely for protection against knocks. There are some collaspsible rubber hoods as well as the usual plastic kinds.
With a filter, assuming you knock into something hard and it cracks, depending on the severity, the outer glass element of the lens may be scratched or crack. Some swear by filters as it will prevent scratches on the lens element if something does happen. Personally, I take care of my stuff and have not scratches so far on the glass.
If its to protect against rain, water etc, the filter will be more applicable. But do get a decent one. Cheap ones may cause flaring. Or just buy a cheap one and remove it before shooting.
For maximum protection, get a filter and hood. I use only a hood due to the hassle of removing the filter.

It might affect end result sharpness and details.
But won't affect the user's iq. Well maybe it will...
