Filters of all other brands can be use for all Other brand's lens.

Just as long as the size of the filter is the same as the size of the lens.

It that what you are asking?

B&W filters, wat'z dat? for taking B&W fotos is it ;)

Theoretically correct! ON the practical side of things, since Leica have the oddball 39mm and 46mm filter threads, these are pretty hard to come by off the shelf. Not sure about Skylights/UV, maybe these are more commonly available (anyway, why use skylights/UV since most modern lenses have all the UV blocking built into the lens cementings and coatings)

I have lens of odd size like 39mm and 43mm.. and I am using Hoya filters.

The only bad thing about Hoya is the HMC or multicoated UV filters are avalible in 43mm but not 39mm and guess what?

The non HMC Hoya 39mm cost $30 while the Hoya HMC 43mm filter cost only $18. (all Hoya 39mm filter cost $30 or more)
Strange Right?

I have check with Cathay, they only have 39mm Multicoated UV for Leica ($65) not even for B+W.

Therefore in order to cut expense on Filters, I decided to buy a 39-49mm StepUp ring (as 49mm filters are much much cheaper). And to my Surprise I can't find this size in the whole of Singapore.
As a result bought on from US ebay at US$15 (w/postage). It may be expensive for a step up ring, but I would not want to pay hundreds of dollars for a few 39mm filters.

The best filters for leica lenses are those B+W MRC ones. CP can order for you, just that it's expensive (but still cheaper than original leica filters which are non-MC) and it would take 1-2 months. If you already buy stuff from eBay, there are tons of E39 filters (uv, sl, colors, you name it) available at reasonably low prices.

You can actually find 39->49 ring locally (check with fotografix @lucky china pt). Trouble is: once you use the ring, you can no long use the original lens hoods :(

Do you know how much does it cost for the 39-49 step up ring thats sold at fotografix?

Cos I would like to buy one more.

Since the HMC Hoya 49mm UV is so much cheaper than 39mm I intend to leave it on the lens all the time an use it without any lens cap.

I few scratches on the filter would not affect the pic. and further more its cheap so would not feel heart pain..
