Hmm... it seems like yes, you are missing the IBIS. The stabilisation of the view at shutter half-press should be very obvious at 140mm. It's obvious at 45mm already. It's a good idea to sent it back to Olympus to have it checked.

I tried to set "Half Way RLS with IS" On/off at 140mm trying to observe the difference. however i can't see any differences. when "Half Way RLS With IS" is set to ON, i didn't see EVF/screen stabilising. am i missing something?

Btw, I borrow my fren's EP2 and shot with the 45mm again and I can get sharp photos with 1/30.. I am isolating the problem further.. Not my hands.. Lol..

The IS is supposed to start when you half press the shutter button, and stop when you let go of the button. If you confirm that the settings are correct (including IS in mode 1, IS focal length shows 140mm) and the image doesn't stabilize at all when you half press the shutter button, then you probably need to send the camera to Olympus for servicing.
It is not unusual to have QC issues in the initial batches cos Olympus is trying so hard to ship the camera ASAP. Just look at the silly light leak issue on the 5D Mk III.
