Diff betw Flash Power and Flash Exposure

I m new at flash

Can someone tell me the difference between reducing Flash power setup and Flash exposure adjustment ? Are they the same thing cos on my Canon Flash it has this 2 option. Read the manual but still don't get it

reducing flash power = reducing flash exposure... they are inter-related.

but to do this effectively, you will have to use higher ISO or wider aperture or slower shutter to get more ambient.
