im considering between the new sony HDR-SR8E(HDD) and HDR-HC7E(miniDV)...

1) in terms of video quality (HD), which is better? Is the raw (or DVD-AVI) format A LOT better than the AVCHD/other mpeg formats the SR7E offers?
2) Will there be a HDR-HC8E comin? Since there is a SR8E...

There will always be new models coming out. Just last week Panasonic and Hitachi announced a few new HD models. It is a matter of whether you need a HD camcorder now.

You can find many discussions about the 2 formats (AVCHD and HDV). For miniDV, many consider Canon HV20 one of the best in the market currently. You might want to check that model as well.
