Obviously not in New York City, this ang moh busker gave me an imperceptible nod and studiously avoided eye contact when I asked for permission to take his photograph. He had some certification to state that he was handicapped, something you only see in Singapore. The official Singapore Government policy is that outright begging is not allowed, but busking and selling handicrafts is (if you have a permit, that is). A compassionate side to our government, who recognises that even the poor need to eat. I found it curious, though, that a Caucasian in Singapore has been accorded this "privilege".
