Er.... You need to desaturate the original pic.... and apply the adjustment layer -> Hue and select colourise and play with the hue levels (That's my method... hahaha more complicated learn by breaking up PS's sepia action)
Then you do the softening with the gaussian blur and the diffuse glow....
