Why strange? Looks like a slimmed down version of the 3-way head of usual brands.

I would be cautious about the promised payload, though.
Ok, the strange thing is the round-shaped spirit-level at the back of the mount plate... The product images on Amazon show a different one.

Can't tell for sure if the roll axis is a 'fluidized' but it looks to be the same as the tilt axis. That's one fluid axis more then the usual pan-tilt.
