Tamron 70-300mm USD is S$720 at MS Colour, so should be just right for your budget. Reviews seems to be pretty positive. The IS is very good on the Tamron. USD not as fast as USM, but at $700+ it seems pretty good value for money.

My Sigma 50 f1.4 is reasonably sharp @ f1.4. At f2.0, it is very sharp. @ f1.4 focus on "L" on Wilson. Slight front focus on "1" but was spot on after calibration by Sigma. @ f2.0 focus on right eye.
