When you half press the shutter to engage AF and VR, the picture in the viewfinder should remain in the same place and not move about due to unsteady hands. Of course, the results will depend on your camera holding technique and the shutter speed / focal length you are shooting at. At least...

Use a tripod and shoot with mirror lock up for both lenses at the same settings. If images appear sharp after that, it should be because of your handhold technique / shooting at too low shutter speeds. Any pictures to show us what is wrong?
