neither, its most likely a setting issue, as daredevil123 mentioned, your AF setting is most likely on "Focus" in this mode, your cam must attain a focus lock before it allows the release of shutter thus it might end up feeling unresponsiveness as your camera will try to hunt for another focus...

1/30 is not the same as 30s it might have been a case of insufficient exposure time if there are any technical issues with the cam, you will experience issues shooting in daytime as well.

Only issue i see with it is the weight, at 1.2KG which add in a ball-head would bring it to around 1.5KG, which would weigh in at around the same with my existing SLIK PRO 340DX =/ and what do you think of twist lock legs? i'm rather used to snap lock system and i'm concerned that twist lock...

What was the long exposure duration used? what did the light meter indicate? perhaps you could post a shot of it with the EXIF data and we can have a look.
