Adding to what zerocoolastra said, u can try at aperture mode, set f11 or even max to see if the auto iso get max out. Auto iso kicks in when camera sense underexposure.

Must certainly be frustrating for you. My d700 is also about 1.5 yrs but so far no prob. I used it frequently. I think it is an isolated problem (ie not the model problem) and also not with the brand.

It is possible. You might have always use M mode in situations that there is sufficient light. So auto-iso, even if activated, is still at the lowest iso set by you.
